My local charset is koi8-r

 I have an html page with codepage=windows-1251 with a tag
 <dfn title="mytext in windows-1251"> hello </dfn>

 when I put my mouse pointer over "hello" i see "&*&(#$Y* GARBAGE &^*&#$^"   
 instead of "mytext in windows-1251"

 In Mozilla it works properly

Due to lack of human resources to fully support the GNOME 1.x version of galeon
these bugs are going to remain unfixed for the life of galeon 1.x.

Please upgrade to the latest releases of the development series targeted at GNOME2
and report the same issues if they are still present.
