H20 shows "0.02%" because the format is 0.00"%" (including quotes).
oocalc shows 1.78% for the same cell, consistent with format 0.00%

There might be a mirror issues for export.

This problem has been fixed in the development version. The fix will be available in the next major software release. Thank you for your bug report.

Note that there was no issue on export.
