Steps to reproduce:
1- Format > Row > Height
2- Decrease the spinner to set the 'Row height in pixels' value to 0
3- Press Apply
--> Notice that the pixels value has been reset to 17

It'd probably be better to make 1 the lowest value selectable, to prevent any confusion.

This problem has been fixed in the development version. The fix will be available in the next major software release. Thank you for your bug report.
