at Debian, someone reported that dia doesn't comply with xdg_config. See also

The nice with standards is: there are so many too choose from ;)
But serious: patch which replaces the current use of g_get_homedir() with the xdg aware variants g_get_user_data_dir() etc. has to include updates to the documentation, the install scripts and finally the code. I'm not sure the effort is worth the result but will consider patches when they come.

BTW: AFAIK the code in question is older than the standard, so I do not consider the current behaviour a bug.
