[eog] Wrong Japanese date format string

Hi, we received this patch in the debian BTS from SUGITA Toshinori ( http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=550830 ): eog shows wrong Japanese date string. patch follows.
