The elimination of Bonobo/CORBA is a strong goal for GNOME 3.  The impact is that gnome-speech would likely go away if this were to happen.

The preferred speech solution for Orca is currently gnome-speech.  SpeechDispatcher is slated to supplant gnome-speech in the GNOME 3 timeframe, so Orca should migrate its preferred solution to SpeechDispatcher once the appropriate steps have been taken to get SpeechDispatcher approved as an external dependency for GNOME.

Setting "2.30" Gnome target though "3.0" is meant (not yet available).

I believe just making speechdispatcher the default. Done.
