ACTION: add new BugsquadGoal: setting bugs to NEW where a developer has acted (and accepted the bug) but the bug is still UNCONFIRMED"

As a remark: It's probably needed to document at some point when it's clearly a NEW and when it's clearly not. The IRC logs might help with that.

We decided to have a BugquadGoal page I guess.
Discuss on next meeting how to promote and announce this.
It should probably depend on bug 597962 though since we don't want new people to start off without mentoring them properly.

Hm. I think this is mostly done, isn't it? I mean, more ideas would be cool, but that's not necessarily a reason to keep this bug open.
