1. open the render dialog
2. click the button to set the filename
3. enter "test désu.ogv" as the filename

Result: "test%20d%C3%A9su.ogv" (not only in the interface, but the actual outputted filename).

I think this has been fixed. Can you still reproduce this?

This was fixed in edd856016b79879c0e9845fd5b87d631661aabac which was after 62ea73bfba50cfe5435c4e42a5c62b1956b0f2e7 (the commit tagged as 0.13.3 release), so this fix didn't make it into 0.13.3. Setting the milestone to 0.13.4.
