custom bug/edit.html.tmpl to have stock answers

Olav, I added a new file to template/en/custom/ but I feel it would be easier to make the change directly in template/en/default/, to benefit from bzr merge.

I'd rather have an extension again, which uses a hook and javascript to dynamically add these stock answers to the show_bug.cgi page. I know this is way more complicated, but it will be way less error prone than the current implementation.

Then later the extension could perhaps add a table, etc like the traceparser extension. With an UI to modify these stock answers. Then we could contribute that upstream :-)

This requires a after_comment_textarea hook into edit.html.tmpl (included in patch), I'll file a bug upstream.

Patch to correctly set status/resolution in select boxes
