In libsoup 2.27.91 a change was introduced (http://git.gnome.org/cgit/libsoup/commit/?id=f81520bfd3a971f82c2b69aa9977edc1a33b20aa) which causes a compile failure when trying to cross-compile libsoup for Win32 environments :
