Preference window initial size is too small

The preference window is resizable. When opening it the first time, it is to small to display the content (scroll bars are used). After resizing it, it remembers its size for later opening. This happens on 13.2.2 from PPA (at least)

This still exists with 0.13.4
What do you mean? do you have to scroll to see all the controls?
/me suspects a translation-specific issue; in French, for example, I think you still have to scroll a little bit; but much less than before (it's more reasonable).
I am using US english and still have two scroll bars at first run.
