The preference window is resizable. When opening it the first time, it is to small to display the content (scroll bars are used).

After resizing it, it remembers its size for later opening.

This happens on 13.2.2 from PPA (at least)

/me suspects a translation-specific issue; in French, for example, I think you still have to scroll a little bit; but much less than before (it's more reasonable).

I am using US english and still have two scroll bars at first run.
