I can't find any documentation that points to installing the help files or the Gimp browser to the local machine.  The only option is to view the help files online using the default browser. As a new Gimp user, and not always with online connectivity, having the help files available locally is important.

This is not really a support question. No one can point you to a user manual that you could install locally, because no release of the user manual has been made for GIMP 2.6 yet. So this is actually a valid bug report, but it should have been made against the user manual.

The local documentation fails after installing in the 
German Version of Gimp 2.6.7:

"Das Hilfe-Browser-Plugin scheint in Ihrer GIMP-Installation zu fehlen. Sie können stattdessen den Internet-Browser verwenden, um die Hilfe zu lesen."
Translation: "The Gimp-Help-Browser-Plugin seems to be missing in your gimp-installation. You can use instead the Internet-Browser."

Workaround: Yes, the internet browser works instead.

The internal gimp help is definitively not working. Also not after reinstalling, changing preferences, etc.

Everybody who is the first time installing gimp and the help is confronted with this problem.
Perhaps this bug should be taken in another level, there are a lot of questions in the internet and around.

I'm moving this bug to the help component of GIMP. This is a developer issue. I can't see how the documentation can help avoiding this problem.

I think this is obsolete now. help.exe is not the help browser.
