Without this option one needs to check "banshee --query-current-state" and then decide to use --play or --pause. This option actually exists, but it is not documented:

$ banshee --help-all | grep toggle
$

Definitely fixed in git master:

$ banshee-1 --help-all | grep toggle
  --toggle-playing           Toggle playback
$
