Orca should speak the toggled state of flat review mode when NumPad Minus is hit using the desktop keyboard layout. Similarly for laptop keyboard layout. Also, the documentation is very unclear and difficult to find on flat review mode. Other information: I'm using the Ubuntu 9.04 install and whatever versions are on that install.
WDW - just swapping the summary with the first sentence of the first comment. (Summaries in bugzilla are meant to be short one-liners.) Here's the original summary so we don't lose it: Using Orca with desktop keyboard layout, hitting NumPad Minus does not seem to toggle flat review mode on/off. NumPad navigation keys respond in the same way whether or not I've pressed NumPad Minus. Also, Orca does not speak whether or not flat review mode is "on" or "off".
