[PLUGIN-MOVE] Move y4menc to -good

Subject says it all, comments welcome.
I'm not quite sure why it strips the timestamps from passing buffers - naively, it seems it'd be better to preserve them downstream, but anyway... At some point, we should add support for our new interlacing features, but that can happen after moving to -good. +1 from me - it has reasonable code, docs and a test.
Can you change my email address to something less previous millenium?
