Create two boxes. Left-click on the first to select it. If you right-click the second box and choose properties, you're presented with the properties of the first box.

This is because the right-click isn't selecting the second box.

This behavior is unusual and counter-intuitive. Visio, Office, Open Office, Inkscape, etc., all would select on right-click. Could Dia, too?

The right click activates the context menu - no matter if it is inside an object or not. Clicking outside an object does de-select. 
IMO the suggested behaviour would be counter-rpductive. And at least the version of Inkscape does not select on right click.

My version of Inkscape (0.46, stock Ubuntu 9.04 package) =does= behave as described.

ie. If you left-click select object 1, right click object 2 and choose "object properties", you see the properties for object 2.

If you do this in Dia, you get the properties for object 1.

Perhaps I've not been very clear in explaining this? I can't find a single technical drawing or DTP application that behaves like Dia, on Linux, Windows, or OS X.

Maybe I have not been very clear in explaining this is NOT A BUG? Maybe you should read the manual part about selecting object and changing there properties.
