Panel context menus are blank when dual screens in vertical orientation

Please describe the problem: [] Steps to reproduce: 1. Dual-monitor setup in vertical orientation 2. Place a panel across the bottom edge of the top screen. 3. Right click on anywhere on the panel Actual results: Pop-up menu is blank with a down arrow: the menu entries are not visible. Hovering on the down arrow slides the normal menu entries into view, at which point the arrow disappears. Expected results: Menu entries should simply be displayed Does this happen every time? Created attachment 146103 [details] Main menu scrolled, showing some items The main menu items are all still there, just scrolled to the top. Howering the mouse over the arrow or pressing Up on the keyboard reveals the items.
