I can just confirm this. I think the original reporter means switching off the backlight doesn't works the second time, to be precise.
I played around with various combinations of gnome-screensaver and gnome-power-manager, and came to the conclusion that gnome-screensaver screws up the inactivity timer. It doesn't happen when the inactivity timer in gnome-screen-saver is switched off. Meaning gnome-screen-saver is switched off.
Maybe it's bad interaction of both and a bugreport has to be issued to gnome-screensaver too.
This is confirmed by an other guy too.
See downstream bugreport at: http://bugs.gentoo.org/show_bug.cgi?id=276408

Im using:
gnome-power-manager-2.26.2
gnome-screensaver-2.26.1
gnome-light-2.26.2
on gentoo.

This problem went away with patched xorg-server (> 1.6.3.901 in gentoo). I think this can be closed as "not gnome" as bug #586444 or bug #587748
