If video sending is not possible because for example:
** Message: tf_stream_error: stream error errorno=0 error=Codec negotiation failed: There was no intersection between the remote codecs and the local ones

Empathy should display a message and disable (and probably unsensitive too) the "Send Video" button.

According to Tester, in order to fix this in a clean way, the Telepathy API needs to be revised.

Do you mean the Telepathy D-Bus API or telepathy-farsight's API?

The telepeathy dbus API. There StreamHandler interface has a single error number "Unknown", so its impossible to transmitter the various problems to the CM/UI.
