You need to add at least one component before new bugs can be filed.
Use

 gnome-format-maint@gnome.bugs

as QA contact and default assignee for new components. 
Make anyone (including you) intrested in following all activity
watch above dummy email address. Do so by adding it to the
'users to watch' list under Account->Email preferences.
