This is because configure only checks for epiphany <= 2.18. Attaching a patch.

Thanks for the patch. Committed to SVN (only configure.ac patch necesary, configure file is generate).

It is not fixed for 2.26, there's a typo, it says 2.18 instead of 2.26.
