Please describe the problem:
When jhbuild is used to build libsoup, and libproxy has not been built, the configure stage of libproxy fails with: 

checking for LIBPROXY... no
configure: error: Could not find libproxy:

sh: gnome-config: not found
No package 'libproxy-1.0' found

libproxy is now a dependency of GNOME, and is required for proxy
support in libsoup.

        * modulesets/gnome-suites-2.26.modules: libsoup has now a (mostly) hard
        dependency on libproxy and sqlite.  (closes: #571149)
