This is not HTML, we shouldn't have %20 and such in filenames :) this is a regression from 0.11.3

Accents/special chars are gone too (they used to be shown in previous versions), so this is most annoying for crazy Frenchies who make films.

Interestingly enough, as you can see from the screenshot, the filename appears correctly on the timeline clips, just not in the library.
