intltool-update -m does not actually skip files in POTFILES.skip.

These files are read and parsed as any other file, they are just excluded from the report.  This means if files are skipped because they contain weird things intltool is unable to deal with (and nothing translatable) one still gets parsing errors.  Beside that, parsing these files wastes CPU time.

I was also indirectly bitten by this problem while coping with a problem when a very long string in a file was disturbing intltool. Putting it in POTFILES.skip had no effect.
