This chokes are so strong I can't distinguish what caller says. Sounds like very frequent stuttering.
Tried on three machines:
1) Intel P35, ESI Juli@ (Playback) + HDA Intel (Microphone), Ubuntu 8.10 64 kernel 2.6.27
2) Intel P35, ASUS Xonar DX (PCIe), Ubuntu 8.10 64 kernel 2.6.27
3) Athlon XP 2500 + nForce2 400Ultra, Creative Audigy 2zs, Ubuntu 8.10 x86, kernel 2.6.27
The issue reproduces with any caller/called

I can confirm that:

The Calling person's (if using empathy) voice is pretty much stuttering and distorted.
I tried this same procedure with GTalk on the calling side, and everything was ok, so apparently this is an empathy issue. 

I tried this procedure with the following machines, running Ubuntu 8.10 i386 with all updates, but with ALSA instead of (default) pulse audio:

EeePC 901
Some AMD Machine, Soundcard is Audigy 4

for additional information, just ask.

empathy has been installed from ppa launchpad, so the version there is also my version.

PS: Also the video isn't submitted(both sides)

The same behaviour in Ubuntu 9.04 (2.6.28, ALSA 1.0.18, Pulse).
And, very important: the same issue when using SIP (with ekiga account) - one call with Ekiga, I reply with Empathy. I hear him OK, but my voice sounds stuttering for caller. So it seems to be one Ekiga bug or pulse bug.

That's probably a pulseaudio issue actually.

Could you retry without pulseaudio running? Basically you have to set your audio source and output in gstreamer-properties to Alsa.
Also, be sure than PA is not running by doing "pulseaudio -k" before the call.

with the latest update from PPA this issue has improved alot.
i've always been running these tests w/o pulseaudio running - pure alsa here, stuttered tho.
i tested this from my home machine to my eeepc, running Ubuntu 8.10, lateste ppa updates ( https://launchpad.net/~telepathy/+archive/ppa ) respectively.
The incoming audio at the main machine had a small, short interruption every 1-3 seconds, but the voice was understandable at least :) This is fine tuning eventually. 
I'll try with Gtalk within the next few days and will report back!

Thanks for everything so far. The new calling window is just exciting :)

This bug seems to be fixed with Empathy 2.28 and pulseaudio 0.9.18.

It didn't for me. The things are getting worse for last 6 month. Today I hear a silence most time, and only for a second and even less I can hear a interlocutor voice, then silence again.

No, sound is almost ok now (there's delay issue though).
