Does that mean that:
a) this is the only RFC which defines signing and encrypting at the same time; or
b) this RFC defines only signing and encrypting, i.e. is lacks something else?

If this is clear for the end-user from the UI context, adding a comment for translators is OK. Else, please rewrite the phrase so that there can be no doubt

Thanks for the careful reading!  It means (a), and the fix is:

"combined signing and encryption is defined only for RFC 2440".
