I understand that wilber in the toolbox is supposed to represent a drop target for images. currently wilber has his one little part of the panel  -but this is strictly not nesessary as the entire toolbox is a drop area and the new bit looks like a placeholder for the old menu's...

My suggestion is to remove the specific part and put Wilber behind the entire toolbox. It done properly - this will look spiffy and  be more accurate to the intention that the design team is trying to convey. 
Also Wilber should be put in the background of the layers dialog maybe with some sort of indication that an image dropped here will become a layer. Ditto for paths dialog if it is still possible to drag and drop an svg file to paths dialog. I know this will be more work but if it is worth doing it is worth doing well.
