My first instinct when trying to disable a service is to click on the checkbox next to the service name. This doesn't disable the service and it isn't obvious why until your eye gets to the bottom and you decide to see what "unlock" does.

Possible solutions
* The checkboxes could look disabled (they look identical to an enabled one)
* Show the unlock dialogue when clicking on a disabled checkbox

According to its developer(s), gnome-system-tools is not under active development anymore. Functionality has been mostly integrated into GNOME Control Center / "[System] Settings".

It is unlikely that there will be any further active development.
