help behavior for locales without manual translation

I have a gimp-help installed, but I am using a locate that does not have any gimp-help translation. F1 complains, that there is no manual installed (it's not true) and asks, whether I want to browse the manual online. Pressing "Read Online", it tries to find a manual in my language (it fails), and then it loads English manual online. Exactly the one I have installed locally. Proposed fix: - Search for English manual locally as well - Check for native manual online - Modify a pop-up depending on result: "Read Online" "Read English locally" "Read Online" "Read English"
