Shutdown dialog should not timeout unless the users session is idle

Please describe the problem: This was originally reported at https://bugs.launchpad.net/ubuntu/+source/gnome-session/+bug/290851 by Adrian Bridgett: "I hit the power button in the taskbar, then thought "actually I'll just send an email first". I didn't close the shutdown option box, but left it on the screen (and I didn't see that it would _automatically_ shutdown in 30secs). So in the middle of an email, the box shutdown (which was doubly annoying as I normally just suspend/resume)." The shutdown dialog should only begin to timeout when there is no user activity. Steps to reproduce: 1. Go to System -> Shutdown 2. Decide to do something else briefly (ie, send e-mail), without closing the shutdown dialog Actual results: After 60 seconds, the machine will shut down regardless of what you are doing Expected results: The machine should only shut down after 60 seconds with no user activity.
