Flickr expects users to correctly classify photos according to "safety level" (whether photos are "safe", "moderate", or "restricted" - to be used for sexual or violet photos) and "content_type" (distinguishing photos, screenshots and other graphics). 

F-spot export currently sets uploaded images to be "safe" and "photo".

Please, allow one to configure it while uploading (it's really painful to upload from f-spot and then go through flickr interface to mark pictures as screenshots)

safety_level (optional)
    Set to 1 for Safe, 2 for Moderate, or 3 for Restricted.
content_type (optional)
    Set to 1 for Photo, 2 for Screenshot, or 3 for Other.

Note: apart from configuring it direclty in upload screen, one could consider using special f-spots tags for the purpose.
