the bug has been opened on https://bugs.launchpad.net/ubuntu/+source/evolution/+bug/269330

"Hi,
I would like to be able to paste an inline picture when composing an email, in the same way that you can do it on Windows with Outlook or Thunderbird. Is this something that you are planning to work on soon?

- open GIMP Image editor
- copy an image using CTRL+C
- Under Evolution, select "new email"
- Inside the "compose message" window, try to paste the image that you previously copied.
Nothing happens...

Thanx for your help! Evolution is a great product. I just think that a lot of people would enjoy this feature."
