Is this still an issue with latest NM applet svn?  What exact svn version are you running here for _both_ NM and the applet?

After updating to these versions, the problem is gone.

I'm still having issue with my Nokia E71 with regards to 3G/HSDPA modem, but I think that is another issue that's currently discussed in: https://bugs.edge.launchpad.net/ubuntu/+source/network-manager/+bug/257045
