Please describe the problem:
I had not the package gstreamer-0_10-utils installed, and I got this error:

configure: error:
Cannot find required GStreamer-0.10 plugin 'playbin'.It should be part of gst-plugins-base. Please install it.

However, what was missing is the tool to inspect for gstreamer plugins.
I'll provide a patch.
