new gnumeric workbook.
set margins to 1in and footer and header to 0.5 in on US letter paper.
Make sure that some content is printed in teh header and footer, e.g. page numbers
preview

the preview shows the footer line at the paper margin rather than nearly 1.5 inches higher. Printing on my pronter doesn't show the footer line (I suspect since it is located outside the possible print area.)

adding content to the page shows that the margins and footer space are correctly allocated/ Only the footer text is being misplaced.

I see this in 1.9.2 (debian package)

I am committing this patch to trunk. The patch is attached here in case one feeld that this should be committed to the stable branch.

This problem has been fixed in the development version. The fix will be available in the next major software release. Thank you for your bug report.
