Steps to reproduce:
When upgrading my system, the dbus system daemon was restarted. When this happened, the panel disappeared and then reappeared. It looks like it exited and was restarted .

I have this problem too. I'm running Debian (testing).

bugzilla.gnome.org is being replaced by gitlab.gnome.org. We are closing all old bug reports in Bugzilla which have not seen updates for many years.
