gnome-icon-theme stopped shipping gnome-dev-mouse-optical. 
I've asked for a desktop-preferences-mouse here: http://www.freedesktop.org/wiki/Specifications/icon-naming-spec/to-be-named

Until that gets added to the icon naming spec, we should probably use input-mouse to have any icon at all.
