GTK+ on Windows should support ALT key codes for text input

GTK+ uses Ctrl-Alt-Shirt-u for Unicode hex insert. Windows users are used to Alt decimal insert. GTK+ (at least on Windows) should support both. Other information: This gets reported to Pidgin repeatedly: http://developer.pidgin.im/ticket/6056
