[build break] No such intltool

checking for intltool >= 0.39.99... 0.37.1 found configure: error: Your intltool is too old. You need intltool 0.39.99 or later. Yeah, right. :) Latest intltool is 0.37.1.
BLOCKER, since it breaks the build.
Bug dobey to make a release I'd say...
Don't release tarballs depending on unreleased, development code in trunk I'd say... Current situation is, that g-t 2.23.3 can not be shipped with GNOME 2.23.3.
behdad: don't depend on unreleased code. full stop. :-)
jhbuild builds intltool trunk, which breaks distcheck if you don't adapt to it. So I adapted to it, and set the required version correctly. Really, intltool needs to release with GNOME releases too.
