Would you prefer "Startup Assistant" or "Setup Assistant"?

I think I prefer "setup" despite the plugin name.  But it's only a slight preference.

Fixed in revision 35885.

Also changed the plugin description to something less lame:

   "Guides you through your initial account setup."
