Bug:

Setting the "Maximize mode" property for a panel is non functional after
relogging into GNOME.

Reproduce:

1.	Create one aligned vertical panel on the upper right corner of the 
	desktop.
2.	Right click on the panel, select 
	"Panel->Properties->Maximize mode->Don't avoid on maximize?".
3.	Run gnome-terminal, and maximize the gnome-terminal window.  
	Note:  The panel that we created is covered by the gnome-terminal 
	window. 
	(This is correct behaivor.)
4.	Logout and login to this same account.
5.	Run gnome-terminal, and maximize the gnome-terminal window.  
	Note:  The panel that we created is not covered by the 	
	gnome-terminal window.  
	(This is incorrect behaivor.)
6.	Right click on the panel, select 
	"Panel->Properties->Maximize mode->..."  
	Note: The ?Don?t avoid on maximize? mode is selected.
