eSpeak supports at least verbalized punctuation and verbalized capitalization: http://espeak.sourceforge.net/commands.html.  If possible, these should be exposed as configurable parameters via the gnome-speech API.

Note that the verbalized capitalization is exposed via the 'capitals' parameter whose values seem to directly match the espeak capitals setting.

gnome-speech development has been stalled and it has been replaced by speech-dispatcher [1]. Maintainers don't have future development plan so i am closing all the bugs as WONTFIX.
