To reduce redundancies and also to prevent bugs like #516302, GAP should have an option to use an already installed ffmpeg (provided the development packages/ sources/ includes exist as well, of course).  This would be an advantage for package maintainers as well concerning ffmpeg upgrades/ security issues.

Sorry, but there will be no support to build GIMP-GAP with already
installed ffmpeg in the near future.
   
ffmpeg does not provide stable releases, and sometimes breaks 
backwards compatibility as development progress goes on.
Furthermore, some GIMP-GAP features (the video index) depends
on internal behaviour of the tested versions of libavformat and libavcodec.

This is the reason why ffmpeg is included in the GAP sourcetree.
Using another version of ffmpeg has a very high risk
to produce a broken or just partly working GIMP-GAP application.
In some cases even build will fail.
