Please describe the problem:
Move up and Move down buttons (see List Columns page in preferences dialog) should respect gtk-button-images property.

Steps to reproduce:
1. Open (create if not exists) ~/gtkrc-2.0 file, add 'gtk-button-images = 0' to it, save
2. Restart Gnome
3. Open Nautilus preferences dialog (Edit->Preferences or via nautilus-file-management-properties)
4. Switch to List Columns tab

Actual results:
Move up and Move down buttons displays icons

Expected results:
Both buttons should not display icons if gtk-button-images = 0

Does this happen every time?
Yes
