When I click on "Set" button in Locations section (new clock applet) nothing happens.

Was it supposed to open the preferences window?

My guess is it should set your home location, which would be fabulous if only it would work (which here it does not, too)

What system are you trying this on ? 

The mechanism to do this relies on dbus system-bus activation, which may not be available in your distribution.

Yes, but what dbus are you using ? Does it support system-bus activation ?
And is the clock mechanism installed ? (look for /usr/share/dbus-1/system-services/org.gnome.ClockApplet.Mechanism.service)

Yes, Hardy supports system-bus activation.

That file exists. Its content:
[D-BUS Service]
Name=org.gnome.ClockApplet.Mechanism
Exec=/usr/lib/gnome-panel/gnome-clock-applet-mechanism
