I think that is enough to have po file merging graphical GUI plugin.

An example:

I prefer manually download a "gnome-panel.launchpad.po" file from Launchpad and after, merge it with "gnome-panel.upstream.po" file opened with Gtranslator.(it should be something like "merge GUI plugin").

So what you want is a way to merge two po files?

X, Y, Z, W, H, D, S - strings of a .po file.
In my case I have yelp.po (upstream module) that should be
merged with yelp.lp.po (ex: downloaded from Launchpad.net).

0 	   - string dosen't exists
Y(changed) - string is someway changed
Z(fuzzy)   - string marked as fuzzy

Well this could be implemented as a plugin but as we are not going to do it anytime soon I will just close it as it is pointless to have this here.
