This is on Mandriva Cooker i586 with libgweather 2.21.2 and gnome-applets 2.21.4. When I click on the settings in gweather, I get the error:
'Failed to load the Locations XML database.  Please report this as a bug.'

The file is available at /usr/share/libgweather/Locations.xml. During the build of gnome-applets, this was detected:
-DGWEATHER_XML_LOCATION=\"/usr/share/libgweather/Locations.xml\"

Fixed in SVN trunk. This is an accidental change in API on the part of libgweather, but it seems more sensible this way, so I fixed the gnome-applets end.
