eog perpetually greys out option to show side pane

This is not a bug. The EXIF sidepane has been replaced by the metadata dialog, that you can open with Alt+Enter, or through File->Properties->Metadata. The sidepane option that you see grayed out is intended to activate a sidepane that can be used by plugins. If there is no plugin activated using the sidepane, this will be grayed out.
