"Switch User" is present on the logout dialog even when gdm is not running

[ forwarded from http://bugs.debian.org/457126 by Paul Wise ] When I don't have GDM running and just use startx to run GNOME, the "Switch User" button is present and enabled in the logout dialog even though it does not work because it cannot contact GDM. Instead of launching a new login screen, it just starts the screensaver (and locks the session).
