Several small problems with cell comments and merged cells.

1) undoing a merge did not redraw the merged region
2) undoing a merge with a comment would create two comment markers
3) after a merge we could no longer edit the comment

Attached patch fixes things at the expense of repositioning all objects when cols are resized.

Please review.

Something is still up:

1. Add comment "Testing" to A1.
2. Merge A1:C3.
3. Undo.

My comment is gone.  This is independent of the fix for bug 507342.
